I think they are saying it's common to have drying racks outside the flats, rather then it's common for people to fall and land on people.

Imp is right. It's common to have drying racks outside especially in a country where the weather is hot - cheaper to dry your clothes. And in places like HongKong where most live in buildings, you sometimes see a decoration of building walls with clothes hanging.

They banned it here, well some buildings, but more for aesthetic reasons than safety/security.

I think it's really just not your luck that of all things that can fall on you from above, it's a falling person. :lol:
