Why Insurance Can't Cover Pre-existing Conditions

this may cause a situation where companies will compete over who gets the lowest amount of customers with pre existing conditions. i wonder,is it legal to bribe someone to buy insurance from your competition and not from you?

That's a really interesting question. As far as I know, it's not illegal. I don't think there's any real precedent for that sort of thing, so any action to outlaw it would be tricky.
