USB Devices - screwed up

I am Facing a strange issue, unable to resolve it at all.

I have 100 users all are HP desktops (DC 7600) and windows xp sp2 (i.e. global image) some of the usb devices are not taking the driver, i have trying to install USB dvd rom on the computers but it never takes the driver i have tried to update the drivers from Manufacture CD and also websites , but some devices like memory stick (2gb) and all work fine. the particular DVD rom works fine in my personal PC but some problem in my network i can see the device getting detected in device manager, all my computers here are updated with latest patch, i wondering is this a issue with any policy or with my image which i cant change.

Any one please guide me with this.
