Saddam Hussein planned the insurgency well before his empire came tumbling down...
Saddam thought a bloody insurgency would break the American will to set things right in the Middle East and would force the American Military to withdraw its troops and make the journey back home without a "mission accomplished" as a welcome home banner...

This is from the Baghdad files:
In the fall of 2002, several months before the United States and its allies invaded Iraq, Saddam Hussein dispatched more than 1,000 security and intelligence officers to two Military facilities near Baghdad where they underwent two months of guerrilla training, according to a secret U.S. Military intelligence report... Anticipating his defeat, intelligence reports show, the Iraqi dictator begin laying the foundation for an insurgency as Washington worked to convince the United Nations and allies around the world that Saddam had to go...

He knew this and he planned for it...

Saddam was aware of his inevitable demise as the " Lord of Iraq," and he wanted to inflict as much punishment as possible on the west after he was dethroned...
Saddam new the best way forward to have these plans succeed was an insurgency...
