Are you trying to restrict users to a particular language in which they cannot change?

Code:
Group Policy Editor Path:
User Configuration->Control Panel->Regional and Language Options
You could then apply seperate group policy settings to different organization units in Active Directory. For example, you could setup a policy for United States to be English, and France to French. If you don't want to restrict users to a particular language (let them change it), then you'll have to look into a logon script.
