I think if the police have reason to believe someone is a illegal immigrant they should question them. Since Arizona is on the Mexican border I can understand why they would want to do this.

There are many problems with illegal immigrants, like tax payers footing the bill for their medical expenses, illegals driving cars with no insurance then they hit someone. There are businesses that have them hanging out in front of their store trying to get day work and because they are there people avoid going into their establishment.
