It's just a rad page that says Mother 3 and a couple things in Japanese. So, does this mean that they are making Mother 3? Could you state exactly what it means?

You see, on the NES, there was a game called Mother. It was only released in Japan. Mother 2 was released on the SNES, and this time it was brought to America. However, for America, they changed the name to Earthbound. This is pretty big news, as Earthbound has pretty much been just a load of cancelled projects for a while.
