They attacked a nuclear reactor that Iraq had about a decade ago, and it's in their interests to prevent other Middle Eastern countries (particularly such an openly anti-Israel nation such as Iran) to obtain weapons-grade uranium. I don't find it suprising, though I think they may choose more conventional weapons to strike Iran with.
But given the fact that Israel has attempted pre-emptive strikes like these before, I'm guessing the Iranians knew to harden the test sites against normal, conventional weapons. So if Israel's going to destroy the Iranian nuclear program, they'll use nukes to really finish the job, nut just incite criticism.
