It means reboot in safe mode by pressing F8 during the bootstrap process. Safe mode can be useful when trying to diagnose and solve many system problems.

Yeah, there's all kinds of fun things you can do with Safe mode. Like booting to Safe Mode with nothing but a command prompt. Too bad not many people can use that beast.
