How high is too high for heart rate while exercising?

I started a new exercise class and I swear my heart rate goes throught the roof when I'm about halfway through. I can still talk but it's hard. Do you think it is too high?

I don't take it... I am gauging by how hard it is to talk in complete sentences. Do you think that you should be able to carry on a conversation easily while working out? How would I know if I was "overworking" my heart?
