Help me with this topic, please.

Tomorrow is my writing test for the IELTS english exam.
Below, there is a topic I have to talk about but I'm not sure if I understand it right.
Can you guide me?

"As technological innovation brings about rapid changes and retraining becomes a lifelong necessity, industry should take over more and more of the responsibility for education."

Babeasaurus Sex
I read it as though its basically stating that because there are always new things coming out people need to be trained more frequently and because of this industry's should be more involved in funding and supporting educational establishments.

Hope that helps!

Personally I agree apprenticeships are a great idea and the more people know about what they are producing and selling then the less lies/faults happen. (theoretically of course)
