Melbourne has had them for about a year now, maybe two. Could be wrong, I personally have never used them because I don't see a point and it's always the tourists that use them. There have been a few issues with them lately, some have been stolen, helmets stolen, great damages to the bikes and those little expected things. It's a great idea, don't get me wrong but a few flaws exist that must be fixed.

I haven't heard of Seattle doing that, although it's exactly the sort of thing they'd do. I haven't looked into it at all, but it sounds like it would be beneficial to the city.
