If so, how much power would you expect from a 1.9 with a twin carb, twin barrel setup?

What is it out of? How many miles are on it? Has it been kept maintained? What else is done to it?

1.9, 89,000 miles, used to be fuel injected, other mods include a 4-2-1 manifold exhaust, electronic fuel pump, has a weak 140 or so hp stock i think. Also, how easy is it to perform a head swap?

Head swaps aren't too hard if you have all the tools and know what to do. Make sure you get a torque wrench. If you have never done a head swap, get someone to help you who has, or take it somewhere.

Also, what is the engine out of? Who made it?

Peugeot 1.9 GTi.

Then you should get pretty decent gains with that setup. Also try better intake, fuel pump, and exhaust to get everything flowing nicely and unhindered. The biggest part is getting in the maximum air and fuel and getting it through as fast as possible.

Intake, 4 trumpet intakes, with 4 sock filters. Brand new electric pump, and exhaust with 4-2-1 manifold. We've also got a brand new head there; ported, polished, sleeved and with a new cam, but we dunno if we can afford to get it fitted.
