Question Anti-malware

Not sure if this goes here, but here goes. I bought a new computer yesterday, and I was telling people about it. Someone said that Windows 3.1 was the last OS to not be loaded with spyware. I asked what he meant, and he said that Windows 95 and up were loaded with software sending information to Microsoft or the maker of the computer. He told me about a program called MalAware, and it's not at all what I expected. He said that in addition to removing malware accumulated from surfing the net, it would also remove these xpyware programs that came with the computer, such as Dell Support. Does anyone know of anything like this?
